Split the time honestly
Thirty minutes in one language, thirty in the other, and set a timer if you have to. Otherwise the stronger language eats the whole coffee and only one of you is practising.

How to make it actually work
First meeting in a café
Somewhere public and busy, at a normal hour. It is a language exchange, not a date, and a bar with people around is the easiest way to keep it that way.
